Race to the Top Fund
American Recovery and Reinvestment Act of 2009 (ARRA), Section 14005-6, Title XIV, (Public Law 111-5)
On November 18, 2009, the U.S. Department of Education published notices in the Federal Register inviting applications and announcing final priorities, requirements, definitions, and selection criteria for the Race to the Top Fund. On April 14, 2010, the Department published the notice inviting applications for the Phase 2 competition.

The Department has issued a new rule for the Phase 2 competition. In order to fund as many strong applications as possible, the Department is requiring budgets in Phase 2 to be within the ranges that were suggested in the original notice inviting applications. For the Phase 2 competition, we the Department will not review applications whose budgets exceed the top of the State's range.
Included as Appendix B to the November 18 2009 notices (above) was the Scoring Rubric that the Department developed for the scoring of State applications submitted under this program. The following notices make several corrections to Appendix B.
