Kay Rigling
Deputy Assistant General Counsel


Kay Rigling is the Deputy Assistant General Counsel for the Division of Elementary, Secondary, Adult and Vocational Education. She has worked in that division since 1979.

Ms. Rigling received her B.A. in Psychology from Duke University in 1969 and her M.Ed in Special Education from the University of Virginia in 1971. She received her J.D. from American University’s Washington College of Law in 1979. Prior to attending law school, Ms. Rigling taught special education for five years.
