For a state to receive federal funds and to participate in the State Independent Living Services Program and the Centers for Independent Living Program in Title VII of the Rehabilitation Act of 1973, as amended (the Act), the state Designated State Unit (DSU(s)) and the Statewide Independent Living Councils must submit to the Rehabilitation Services Administration (RSA) an approvable title VII state plan for independent living.
