Effective Workplace Literacy Programs

Education Achievement and Welfare Reform

An interagency agreement with HHS will allow expansion of the child impacts study, JOBS evaluation, to incorporate data on the educational achievement of children whose parents participate in JOBS. Augmentation of this longitudinal study will permit examination of relationships between parental participation, parental achievement, and child outcomes for highly disadvantaged, Chapter 1 eligible students.

JOBS Evaluation

This evaluation of welfare-to-work State operated programs under the JOBS program is being carried out by HHS. The evaluation uses random assignment. The Department provided funds to HHS for achievement testing of participating and control group adults in 3 JOBS sites, to increase the research sample, and to conduct case studies of adult education providers at these sites. The resulting data will permit linking participation in adult education with a variety of other measures and provide information on the impact of literacy training on welfare recipients. Three special studies of adult education for Welfare recipients were conducted: case studies in 4 sites, a synthesis of existing research, and analysis of the GAIN data base from participants in adult education.

Evaluation of the Vocational Education Dropout Prevention Demonstration Projects

This study evaluated dropout prevention and reentrydemonstration projects funded under the Perkins Act in an effort to identify promising vocational education approaches to encourage at-risk students to remain in school and for dropouts to return and complete their education. The evaluation was based on a comparison of achievement outcomes for program participants with a comparison group of non-participants. Comparison groups were chosen using random assignment and matching.

Evaluation of Projects Funded by the School Dropout Demonstration Assistance Program

This study evaluated dropout prevention and re-entry demonstration projects funded in FY 1988 by the School Dropout Demonstration Assistance Program. The study provided a comprehensive description of the program and its implementation, as well as data on student outcomes. The evaluation used matched comparison groups to assess student outcomes. Preliminary information from this study was used to design the new model-testing dropout prevention program and study in FY 1991.

The purpose of this study was to refine a draft instrument developed from recommendations of a panel of correction education professionals on data items for a national survey and conduct the field test of the survey form. The national survey collected data on vocational and adult education programs from Federal and State prisons, large jails, and juvenile facilities, as well as education-related data on inmates and provided information on the extent to which inmates in corrections institutions are participating in education programs. It focused on youths eligible for public secondary schooling and on adults eligible for vocational or adult education.

Even Start Evaluation

This Congressionally-mandated study evaluated the implementation and impact of projects funded under the Even Start Program. Even Start provides a coordinated set of services for families, including adult education, early childhood education, and parenting training. The study provided comprehensive data on participants, services, coordination, implementation and staff training as well as an in-depth assessment in selected sites.

In FY 1990, the Department launched a national longitudinal study of adult education programs and participants. Funds have been used to conduct a universe survey of service providers and to collect base-year data on a representative sample of such providers. Clients entering the program over a l-year period are being followed for up to 18 months to obtain comprehensive measures of the intensity and duration of participation. Program outcomes are being evaluated through the application of benchmark data on costs and learning gains, and by comparison of the service population to independent, Census-based estimates of the target population. Key findings will be presented in four reports and summarized in a separate executive summary.

Evaluation of Restructuring and Targeted Dropout Prevention Projects

This study is evaluating two models of dropout prevention programs--(1) restructuring and school reform in a cluster of elementary, junior, and senior high schools with extremely high dropout rates and (2) comprehensive programs targeted on at-risk youth. The evaluation of the cluster restructuring model is based on a comparison of educational outcomes before and after restructuring, and a comparison of educational outcomes for students in restructuring schools and a comparison group of students in non-restructuring schools. The evaluation of the comprehensive targeted model is based on a comparison of educational outcomes for program participants and a comparison group. Eligible participants are randomly assigned to treatment and no-treatment groups.

Review of State Adult Education Grant Allocations

This study used data from the universe survey in the National Evaluation of Adult Education Programs, 1990 Census, and OVAE State plans, to describe the distribution of AEA funds to local providers. The contractor will also survey all 50 State directors of adult education to determine how decisions are made at the State level on allocation of funds to local providers and the extent of coordination with other Federal programs. The results from this study will be used in developing recommendations for AEA reauthorization.

In FY 1992, the Department began to evaluate the effectiveness of projects funded under the Tech-Prep Education Act. Tech-prep projects are partnerships between secondary and postsecondary educational institutions to develop and implement 4-year programs designed to provide students with skills in liberal and practical arts and in basic academics, and intense technical preparation leading to a 2-year associate degree or a 2-year certificate. This evaluation will provide comprehensive data on participants, coordination, implementation, curriculum, staff training, and student outcomes.
