A project scheduled a completion year of 2011–12 for a participant who ultimately completed her VUB program in spring 2011 and enrolled in postsecondary education in fall 2011. If the project reschedules the participant’s completion year to 2010–11, will the Department include her in calculating the enrollment objective for 2010–11?
Response: No, the participant will not be included in the 2010–11 calculation. Changes in the timing of calculating the enrollment objective are limited to those described in the instructions for fields #20–22 and #37; specifically, the Department will defer calculating the postsecondary enrollment objective into a subsequent year for a participant under the circumstances cited in the instructions for those fields. The instructions do not allow for changes in the timing of the calculation if a student completes the VUB program early and enrolls in postsecondary education in a year prior to the scheduled completion year.
Please note the wording of the enrollment objective: "X% of participants served during each budget period will enroll in a program of postsecondary education by the fall term following the scheduled completion of their prescribed VUB educational program." Since calculating the objective is tied to service delivered in a specific budget period, a participant with an original scheduled completion of 2011–12 (for example) who enrolls in postsecondary education in fall 2011 (again for example) will not contribute to this enrollment calculation, since the project would not have served him or her in 2011–12. Note, however, that a grantee should report the postsecondary enrollment of this participant in fields #31–34 of the APR.
What should a project director do if he or she finds that the Match to Prior (MTP) report in Tier 2 appears to be asking the project to add a second record for a participant who is already on the 2010–11 APR file?
Response: The MTP report compares the participant records on your 2010–11 data file with the file of participants from your 2009–10 APR and displays a list of participants missing from the former. The MTP report prompts you to add missing student records to the database by clicking on the appropriate checkbox. If you have changed the SSN or the spelling of the name of a student this year, the system may not recognize that the participant record on your 2010–11 data file is for a person already in last year's file because the system uses SSN and name to match participant records between years. If this happens, you may be prompted to add a record to your 2010–11 APR for a participant who is already on that file with a different SSN or name. In such a situation, please explain, in the text box provided, why you are not adding the second record.
