On December 24, 2009, the U.S. Department of Education announced it will hold a second round of public input meetings as an extension of the Department's efforts to listen and learn from assessment experts and practitioners (click here to view notice).
To date the Department has convened seven meetings in three cities (Boston, Atlanta and Denver). Thirty-seven States joined Department leadership and nearly 700 members of the public to hear from assessment experts in general assessment, high school assessment, the role of technology in assessment, assessing students with disabilities, and assessing English language learners.
The three additional public meetings will be held in the Washington, D.C. metro area on January 13, 14 and 20. They will address questions that were not fully covered at the previous meetings, and new topic areas and questions that have emerged based on public and expert input. As with the previous meetings, the goals of these meetings are to gather technical input to inform the development of a Race to the Top Assessment Competition, and to enable states, who will be the competition applicants, and the public, to participate in and learn from these events.
Program Description
The Secretary of Education has set aside up to $350 million of Race to the Top funds for the potential purpose of supporting States in the development of a next generation of assessments. As an important next step in contemplating and designing a competition for these funds, and as a means of providing technical assistance to States, the Department of Education has released two notices of public and expert input meetings (view October 23 notice here, view December 24, 2009 notice here. (Please click here to view the executive summary of the two notices.) Our objective in planning these input meetings is to learn and facilitate sharing of information with States and the public. Given the highly technical nature of this work, the body of knowledge that exists around how to best develop assessments, and the many promising practices currently employed across the country and world, we will solicit a wide range of input from assessment practitioners and researchers as we prepare to take important next steps.
Below you will find a list of topic areas we will explore in our next meetings, along with the cities, dates and times of our meetings, and information on how you can participate. You will also find biographical information about our past experts along with presentations shared by these experts in Boston, Atlanta and Denver. Please check back here and on our resources page for updates, as well as for postings of transcripts from our meetings and any written input that we receive.

Expert Selection.
To inform its work as the Department of Education considers how to design a potential Race to the Top Assessment competition, the Department has invited premier assessment experts to speak at a series of Race to the Top Assessment Public and Expert Input Meetings. To develop a list of nominated experts the Department contacted independent third party entities with deep assessment expertise for nominations. Experts from these nominations have been selected by Department staff and carefully slotted into specific panels to achieve balance across key areas of expertise and professional backgrounds.
Expert Participation in Race to the Top Public & Expert Input Meetings.
Should the Department issue a notice inviting applications based upon the input received at these public meetings, expert participation in these meetings does not preclude them or their organizations from working with a State or State consortium in the development of a grant proposal or implementation of a grant related to this proposed competition.
