FY 2010 applications for grants under this program are required to be submitted electronically using the Department's e-Grants system.

Without registering at the U.S. Department of Education's online site for e-Grants, prospective applicants can obtain a PDF copy of the application package they are seeking by following these steps. These instructions only apply to the e-Grants site, not to the Grants.gov site:

  1. Go to http://e-grants.ed.gov.
  2. Click on "Continue."
  3. Click on the blue "e-Application" tab.
  4. Click on the gray "Application Packages" tab.
  5. Scroll down the listing of application packages to the one you want.
  6. Click on the small PDF icon; DO NOT click on the underlined name of the package.
  7. There may be a slight pause before a PDF copy of the entire package opens.

NOTE: You may need Adobe Acrobat Reader software on your computer to download a PDF copy of the package. For a free copy of the software, go to www.adobe.com.

Tips and Assistance

Developing a successful proposal for the Program for North American Mobility in Higher Education starts first by seeing whether or not your idea fits the parameters of the guidelines listed on this Web site. We also recommend that you make sure that the Program for North American Mobility in Higher Education is the right kind of program for you. You can do this by first checking out the FIPSE Web site at www.ed.gov/FIPSE. This Web site has lots of information about the kinds of projects that FIPSE has funded in its international programs--the North American Mobility Program, the EU-U.S. Atlantis Program, and the U.S.-Brazil Higher Education Consortia Program. Each of these programs has a separate section on the FIPSE Web site. See what FIPSE has funded in your disciplinary area or in the part of the world that you are interested in. Second, read carefully the latest version of the North American guidelines and application materials on the FIPSE Web site. Third, call one of the program officers on FIPSE's international team. Contact information can be found on this Web page: www.ed.gov/programs/fipsenortham/contacts. You can discuss your idea with a program officer in the international programs at any stage of proposal development.

We suggest that you have all partners read the guidelines as they are published in their respective countries carefully as they do differ slightly. Partners should make sure that everyone agrees on the basic goals of the project and that everyone is agreed to commit themselves to making this idea work.

The Program for North American Mobility in Higher Education follows principles similar to grants programs under the in a FIPSE Comprehensive competition. For this reason, we recommend that you read the following essays on how to get and how to evaluate a FIPSE Comprehensive grant. When reading this material, please bear in mind that the North American Program has some different requirements. It should nevertheless help you formulate your ideas.
