Third Session - April 22-24

At the March 4-5 negotiating session, the negotiators reached tentative agreements on a number of Perkins, FFEL, and Direct Loan program issues. Additionally, the negotiators reached "conceptual agreement" on three issues. That is, the negotiators agreed in principal to specific regulatory changes absent a review of specific regulatory language. The Department subsequently developed regulatory language that will be reviewed at the third negotiating session. These materials were distributed to the negotiators prior to the third session, and are provided here as well. See "Materials for the Third Negotiating Session," below, for a full description of these materials.

Conversely, there were a number of program issues on which no agreements were reached at the March 4-6 session and thus require additional discussion. Language for these issues was developed and also provided to the negotiators prior to the third session. See "Second Set of Materials," below, for the description of these materials.
