Fourth Meeting
April 21-23, 1999

This meeting commenced at approximately 1:00 p.m. on April 21, 1999, as scheduled, and adjourned on April 23, 1999, at approximately 4:00 p.m.

All members, except the National Association of Graduate/Professional Students and American Association of Collegiate Registrars and Admissions Officers, and the Facilitators were present. The summary of the Team's third meeting was approved as revised. (The only revisions were striking the words "secondary to" in the second paragraph, and adding the words "for Perkins" after "this Team's issues list" in the fifth paragraph.)

The Department of Education's negotiator, following a brief discussion of the Department's cost- benefit analysis process, explained how the distributed regulations text indicated areas that required negotiations. The Committee then discussed various provisions according to the agenda that was appended to the summary of the third meeting.

These discussions resulted in tentative agreements in the provisions indicating TA below. The remaining provisions will constitute the agenda for the Committee's fifth meeting which will be on May 19-21, 1999.
