OBJECTIVES: To identify those inmates needing functional literacy skills in reading, arithmetic, and writing. To develop individualized prescriptive Functional Literacy Instructional Plans (FLIP) to continually monitor and tract the progress of these students. To provide curriculum innovations designed to implement FLIP using the Washington Core Competencies for Adult Education. To provide innovative uses of technology for the workplace to better prepare students for the work upon their release.

PROCEDURES: This project will identify those inmates needing functional literacy skills in reading, arithmetic and writing. Using the Test of Adult Basic Education (TABE) individualized prescriptive functional literacy instructional plans (FLIP) will be developed to continually monitor and tract the progress of the student. Classes in workplace competency as ,outlined in the SCANS report for America 2000, will be offered to coordinate functional literacy and workplace skills.

OUTCOMES/RESULTS/PRODUCTS: Project outcomes will be attained through increased enrollment and retention rates in the basic skills and training programs, and improved academic performance as measured by the TABE tests. To evaluate, document, and disseminate the impact of the program, presentations will be made through the Washington Correctional Education Association newsletter The Insider, through the CEA Region VI newsletter The Sixth Sense, and through presentations at State and regional correctional education conferences.
