Objectives: To establish a workplace development center within Jefferson County Corrections as a model delivery system for functional literacy. To refer and screen up to 1,500 potential eligibles and administer comprehensive educational assessment to 600 offenders. To provide comprehensive instructional/vocational services to offenders.
Procedures: Individual education development plans will be completed and implemented for offenders based upon assessment. A workforce development center will be established where family literacy activities will be offered. Laptop computers will be used and community worksite visitations offered.
Outcomes/Results/Products:
* Pre- and post-test results; comparison of experimental groups;
* Number of inmates employed as a result of the project;
* Recidivism data for the experiential groups;
* Effective dissemination of project results;
* Evidence of case management conducted to support the educational program;
* Successful recruitment and effectiveness of "paper mentor"; and
* Obtaining local funding to continue the program.
