Objectives: (1) Pilot test a collaborative educational service delivery model; (2) Demonstrate an innovative functional literacy curriculum and assessment system based on the SCANS Report; (3) Conduct a post-release review of program participants to determine program effectiveness; (4) Ensure all special needs participants receive appropriate and reasonable accommodations.
Procedures: Four county jails will partner with four community colleges to expand instructional services at the jails. A hybrid participatory and competency-based curriculum and assessment system will be field tested that provides instructional modules in areas identified in the SCANS Report: Personal Qualities, Thinking Skills and Basic Skills. An interactive satellite video system will be used to provide jail staff training and instruction for inmates. Peer tutoring will supplement teacher-based instruction and CAI.
Outcomes/Results/Products: Two post-release survey instruments; Test the effectiveness of curriculum and assessment system; Report post-release review of 680 participants; Report functional literacy increases for 1,700 participants; Develop a minimum of 6 video lessons on functional skills needed by prisoners.
