8.Objectives: To provide literacy education, drug and alcohol counseling, job readiness, vocational training, and live work experience to 200 county inmates.

9. Procedures: Four agencies will work together to allow continuation and expansion of a successful education/treatment cooperative partnership, with additional vocational and live work components. Each cooperating agency will assume responsibility for post-incarceration services.

10.Outcomes/Results/Products: 175 participants will continue in the program to receive vocational education and training. Each participant will engage in 18 plus hours per week of classroom instruction and live work. Students will receive certificates for measurable skill attainment in competency based educational objectives. Outcome is also to evaluate, document, and disseminate the impact of the program model and its components. Conferences, in-services, and tours will be conducted. Publications, mailings and a video will be produced.
