Ricky Takai is the director of the Postsecondary, Adult and Vocational Education Division (PAVED) in the Planning and Evaluation Service. He is responsible for conducting national evaluations and policy analyses in postsecondary education, adult education, vocational rehabilitation, and vocational education. In addition, this division is responsible for other key policy areas such as dropouts, workforce development, welfare reform, and international comparisons of education.
Takai served as the Acting Assistant Secretary for Vocational and Adult Education in 1993. In that position, he played a lead role in developing the School-to-Work Opportunities Act of 1994. In 1996, he received a Presidential Rank Award of Distinguished Executive for his contributions to the Department over the past several years.
Before coming to the Education Department, Takai worked at the National Center for Education Statistics and the Census Bureau. He has a Ph.D. in sociology from Johns Hopkins University (Baltimore, Md.) and a B.A. from Washington College (Chestertown, Md.).
