Director Budget Service
Thomas P. Skelly was appointed Director of the Budget Service in the U.S. Department of Education on January 5, 1997. In this position, Skelly directs a staff of 75 analysts and professionals responsible for the Department's $44.5 billion budget for over 180 education programs and 4,600 employees. A federal employee since 1974, Skelly has earned three Presidential Rank Awards including the Meritorious Award in 1989 and 2000 and the Distinguished Award in 1992. In addition to his budget functions, he served on an acting basis as Chief Financial Officer from 1999-2001 and has performed shorter temporary leadership roles as Chief Information Officer and Under Secretary. Skelly has long been active in local volunteer and running activities. He is a member of the Arlington Community Havens Board, which arranges financing for independent living homes for mentally ill and mentally retarded adults. He also has served as treasurer for both the Lyon Village Community House and the D.C. Roadrunners Club, and he was volunteer coordinator for the Cherry Blossom 10-mile race for 14 years. He has completed 24 marathons, including a best time of 2:36 at the Boston Marathon. Skelly received his bachelor's degree in government from the College of William and Mary and his master's degree in government from the University of Virginia. He is married to Carol Skelly who is an economist with the U.S. Department of Agriculture. They have two children who attend public schools in Arlington, Virginia.
