General Instructions

Reporting for the 1997-98 School Year

On or before March 1, 1999, State educational agencies that receive funding under one or more of the programs listed at p. on the basis of a consolidated State plan must respond to questions 1-5 in part A of the report form, "General Questions: Progress under the Consolidated State plan." This portion of the consolidated reporting instrument relates to State progress in implementing approved consolidated State plans under section 14302 of the ESEA. It follows the criteria that nearly all States used in preparing those plans. This information is important to the Department's ability to administer the ESEA and Goals 2000 programs and work with each State to ensure that federal program funds are used effectively. This information will also help the Department in considering the need for changes in elementary and secondary programs.

For the 1997-98 school year, SEAs have also been asked to submit the individual program reports that the Department previously requested by December 1, 1998. If these reports were not previously submitted by that date, they should be submitted promptly. The 1997-98 school year is the last school year for which individual program reports will be used for the programs identified above.

Reporting for the 1998-99 School Year

On or before December 1, 1999, all SEAs, whether or not they receive funding on the basis of consolidated State plans, must respond to the entire consolidated reporting instrument. (SEAs that did not submit a consolidated plan need not respond to questions 1-5.) In responding, SEAs should furnish information that reflects data for the 1998-99 school year unless otherwise noted. In responding to questions 1-5 in part A, SEAs that previously filed responses to those questions on or before March 1, 1999 will need only to update those submissions with 1998-99 school year information.

The following table summarizes in detail the reporting requests for the 1998-99 school year. As the table indicates, SEAs should generally use school year 1998-99 data. If 1998-99 data is not available, SEAs may use data for the most recent school year for which satisfactory data is available.

If the SEA submitted information on questions 1-5 on or before March 1, 1999, then only an update using 1998-99 data is requested. Otherwise, an SEA should use data for any school year following the approval of its State consolidated plan depending on the nature of the question.

**Information for Title VI is requested in a biennial basis and covers a two school year period.

4. Safe, Drug-Free and Disciplined Schools

Submission of the information in the Safe and Drug-Free Schools and Communities Reporting Form included in the Consolidated Report instrument is optional for the 1998-99 school year. See the form for further instructions.

Part A General Questions: Progress under the Consolidated Plan

This section of the reporting instrument asks a few general questions about the State's progress in carrying out its consolidated plan submitted and approved under section 14302 of the ESEA. (For most States, consolidated plans were approved in July of 1996, subject to further amplification or clarification that took place prior to July of 1997.) The report instrument also asks about any significant changes in the content of the plan. These general questions are organized to reflect the non-binding criteria that the Department developed and that nearly all States adopted when they prepared their consolidated plans.

The Department anticipates that States will respond to these questions in light of their experience under the plans. An SEA should provide concrete examples in responding to the questions. It should refer to the portions of the consolidated plan, where applicable. If the State plan has changed since the last submission to the Office of Elementary and Secondary Education, the SEA should describe these changes in its response to these questions.

Tables I and II in this section of the report solicit information regarding school and local educational agency accountability under Title I of the ESEA. They concern adequate yearly progress and student achievement. This information will better enable States, local educational agencies, and the U.S. Department of Education to assess program results and progress. These tables contain their own instructions. As noted, SEAs may provide information that responds to the content of Table II in any format they determine is most appropriate. Table III in this section of the report solicits the total amount of ESEA and Goals 2000 formula grant program funds that are spent by SEAS in each State in support of a number of key educational activities.

NOTE: In general, the information requested in the Tables presented in Parts B and C, below, has been previously included in separate, program-specific reporting forms. This information will enable the Department to determine, among other things, whether programs are reaching their target populations, the types of instructional or other services that are provided, the extension of school-wide programs, and the staffing needs that are being met with federal assistance.

Part B Consolidated Tables

Tables IV-IX solicit information on a consolidated basis across Title I-VI of the ESEA. These tables consolidate information that, for the most part, is now contained in the different program performance reports for these programs.

Part C Specific Priority Areas

This section of the report collects information on program performance within four key priority areas:

1. Challenging and clear standards of accountability and achievement (Goals 2000 and Title VI).

2. A talented and well-prepared teacher in every classroom (Title II).

3. Every classroom connected to the Internet (Title III).

4. Strong, safe, drug-free and disciplined schools (Title IV).

NOTE: Submission of the information solicited in this form is optional for 1998-1999. It is included in this consolidated reporting instrument at the request of many State officials who have informed the Department that they find annual data gathering in this area to be useful.

The consolidated tables generally contain their own instructions. For the portion on the Migrant Education Program (Title I, Part C), SEAS should also refer to the "Questions and Answers" that the Department previously provided to them.
