Information Items
Report of the Chair
Chairman Hakuta acknowledged new positions and honors recently accorded to Board members. He called on Lea Schelke to provide an overview of the Board's conference on Curriculum, Instruction, and Assessment in the Middle Grades: Linking Research and Practice, which was held in Washington, DC, on July 24--25, 2000. Further reactions were elicited from Mr. Marley, Dr. Bottoms, and Dr. Lappan on possible follow up to the conference report. He reviewed the quarterly budget report.
Report of the National Academy of Sciences
Vice chair Alba Ortiz introduced Michael Feuer, executive director of the Center for Education at the National Academy of Sciences, and Lisa Towne, who will direct a study of scientific principles in educational research. This study, funded by the Board for a total of $600,000 ran from September 2000 to December 2001. Dr. Feuer requested input from the Board on suggestions for membership with specified expertise on the study committee and materials that should be consulted, and discussed the parameters and timeline of the study, coordination with other disciplines, and the procedures of the Academy.
Report of the Assistant Secretary
Former Assistant Secretary Kent McGuire discussed with the Board the abstracts and funding for the research and development centers, recent competitions in Field Initiated Studies, progress and planning in the Interagency Educational Research Initiative. He pointed to a possible substantial increase in funding for research, and concluded his remarks with an expression of thanks to the Board for its work and accomplishments over the last 20 months.
Interaction with the OERI Visiting Scholars
The U.S. Department of Education awarded fellowships to four individuals to work for a period of 9--12 months at OERI with the staff of the National Research Institutes. The scholars were chosen in a competition conducted by the National Research Council and funded by OERI. They began their work at OERI on September 11. Three of the scholars discussed their proposed research work with the Board:
Dr. Caryn Bailey is a senior research associate at the Center for Research on the Education
of Students Placed At Risk (CRESPAR)/Howard University. She is now assigned to the National Institute on the Education of At Risk Students, and will conduct a research project on Teaching Teachers to Build on Students' Assets: An Analysis of African- American Elementary School Children's Reading Comprehension in Performance, Utilization of Meta- Cognitive Strategies, and Learning Processes in Three Group Learning Contexts.
Dr. Michele Foster is a professor at the Center for Graduate Educational Studies, Claremont
University. Her assignment is at the National Institute on Student Achievement, Curriculum, and Assessment. She will be conducting research on The Uses of Culture in Teaching and Learning: Prospects and Possibilities.
Dr. Kimberly Ann Woo is a professor in the Department of Curriculum and Instruction at
the University of Connecticut. She is assigned to the National Institute on Educational Governance, Finance, Policymaking, and Management, and is conducting Web-based research on Experiences of Asian and Pacific American Adolescents.
Report on the Study of the Implementation of the Phase II Standards
Mr. William Morrill, contractor for the study which is to be completed in October, discussed key points in the study of how standards were implemented in the expert panel review system for designation of promising and exemplary programs. He highlighted selected findings to date and solicited from the Board information and commentary to strengthen the final report.
Report of the Committee on Policy Document Development and Dissemination
Dr. Bottoms led a review and critique of a draft document, Improving Educational Research: a Five-Year Vision for Research-Based School Improvement. This document, along with prior policy statements Investing in Learning and Investing in Research, will be the basis for a report by the Board to the transition team following the November presidential election.
Action Items
The Board approved the minutes of the June 16, 2000 meeting.
The Board established the following meeting dates for 2001:
January 26; March 16; June 29; September 21.
The Board approved in closed session the selection of a candidate for executive director.
The meeting adjourned at 3:31 p.m.
