Minutes of Meeting

January 15, 1999

Due to the lack of a quorum because of adverse weather, the Board was unable to convene an official meeting. The following members, Dr. Hakuta, Mrs. Baltz, Dr. Bottoms, Dr. Bruer, Ms. Clark, Dr. Gordon, and Mr. Marley, Assistant Secretary McGuire, and Executive Director Bither participated in a work session focused on the following topics:

Impact of Information and Communication Technology (ICT) on Learning and Teaching. The Board?s Executive Committee had approved on November 12, 1998 the Board's participation ($75,000 per year for three years) in an international research study to evaluate the impact of information and communication technology on learning and teaching. The study would be conducted by a subsidiary of the Organisation for Economic Cooperation and Development.

National Academy of Education Study. Ann Brown, co-principal investigator, described the progress to date on the work of three expert panels in support of developing education research priorities.

Education Issues in the 106th Congress. Darcy Philps of the House Committee on Education and the Workforce discussed issues pertaining to the reauthorization of the Elementary and Secondary Education Act and the possible reauthorization of the Office of Educational Research and Improvement.

Building a Knowledge Base for Effective Teaching and Learning. Hans Meeder of Horizon Consulting Services, and Douglas Carnine, director, National Center for Improving the Tools of Educators, discussed initiatives in state and local reform and with policies that move research into practice.
