Toolkit Available to Implement NCLB
A toolkit outlining important No Child Left Behind topics is now available. Topics include scientifically based research, technology literacy assessment, common data elements, evaluating effective teaching and the national education technology plan. The State Educational Technology Directors Association (SETDA) hosted a National Leadership Institute for state participants and content experts from the United States Department of Education in order to produce this toolkit. Each chapter presents content summaries, frequently asked questions, and suggested implementation strategies.
US Science Scores Decline
The average score of 12th-graders fell from 150 in 1996 to 147 in 2000's science assessment, according to ED's National Center for Education Statistics (NCES). The report provides average scores and achievement level performance at the national and state level, as well as results for subgroups defined by gender, race/ethnicity, region of the country, type of school location, school type, and student eligibility for free/reduced-price school lunch.

House Passes AEFLA Reauthorization
HR 1261, the House reauthorization of the Adult Education and Family Literacy Act (AEFLA), passed by a vote of 220 to 204 on May 8 and is proceeding to the Senate. The House incorporated several amendments into the bill during its consideration including a series of technical amendments supported by the Department and offered by Subcommittee Chairman McKeon (R-CA); an amendment by Allen (D-ME) to require adult education representation on local workforce boards; and an amendment by Kline (R-MN) requiring that, in determining infrastructure cost contributions to one-stop system by each partner, Governors consider the partner programs' proportionate use of the one-stop. The Kline amendment also clarified that contributions are to be made from funds available under each program for administrative costs. The Senate is expected to hold hearings in mid-May.

FY2002 Education Budget Statistics
According to the National Center for Education Statistics' Education Statistics Quarterly, Winter 2002 Issue:
- Federal education support increased 136 percent in FY 2002 since FY 1990.
- Education institutions received almost 60 percent of federal support, student supports received 19 percent of the federal funds, and 21 percent of federal dollars went to banks and other lending agencies, libraries, museums, and federal institutions.
- Federal funds accounted for 12 percent of school and postsecondary revenues in FY 2002. The remaining revenues were from state and local governments, individuals, and private organizations and endowments.
