for children likely to experience difficulties to be identified and to participate in effective prevention programs
children who have a hearing or language impairment or who lack age-appropriate skills in literacy-related cognitive-linguistic processing
children who are placed at risk, these include children
- expected to attend schools in which achievement is chronically low;
- who reside in low-income families and live in poor neighborhoods;
- who have limited proficiency in spoken English;
- who speak a dialect of English that differs substantially from the one used in school
