How South Carolina is implementing the research findings in the National Research Council Report, "Preventing Reading Difficulties in Young Children."
The state has established grade level standards that are aligned with curriculum frameworks. The state has also provided guidance to the selection committees in the adoption of textbooks that reflect a standards driven curriculum.
In several of our low-performing school districts, achievement gains were evidenced resulting from the adoption of an educational plan that incorporates literacy components. The programs emphasized (1) high academic standards, (2) test score analysis over a three-year time span to determine areas of instructional focus, (3) reading as a major component, and (4) performance goal setting and accountability by all teachers.
