Alan L. Ginsburg

Director of Policy and Program Studies Service

Dr. Alan L. Ginsburg is Director of the Policy and Program Studies Service within the U.S. Department of Education, Office of the Under Secretary.

Dr. Ginsburg coordinates development of annual program evaluation activities and implementation studies for the U.S. Department of Education. Dr. Ginsburg also collaborates with the Chinese Ministry of Education overseeing the development of the E-language Learning System, delivering English-Chinese language skills to youths 12-18.

In 1991, he received the Distinguished Presidential Rank Service Award, the federal government's highest award to its civil service employees. In 1993, he received the American Evaluation Association's Gunnar Myrdal award for his contributions to evaluation improvement. Dr. Ginsburg currently is U.S. Department of Education's representative to the Education Forum of the Asia-Pacific Economic Cooperation (APEC).

Dr. Ginsburg received his Ph.D. in economics from the University of Michigan. He has published articles in numerous academic journals in such areas as evaluation management and utilization, the Federal role in education, school finance, and family influences over student performance.
