Program Description The Library Services and Technology Act (LSTA), a section of the Museum and Library Services Act of 2003, promotes access to information resources provided by all types of libraries. Through this legislation, IMLS provides funds to State Library Administrative Agencies using a population-based formula. State libraries may use the appropriation to support statewide initiatives and services; they also may distribute the funds through sub grant competitions or cooperative agreements to public, academic, school, and special libraries in their state.
Eligible Grantees Applicants for this grant program must be one of the 59 state, territorial, or freely associated State Library Administrative Agencies.
Eligible Beneficiaries State, public, academic, school, and special libraries, as well as the communities they serve.

Eligible Activities State programs support the following activities: (1) services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages; (2) library services that provide all users with access to information through local, state, regional, national, and international electronic networks; (3) electronic and other linkages between and among all types of libraries; (4) public and private partnerships with other agencies and community-based organizations; (5) library services to help increase access and ability to use information resources for individuals of diverse geographic, cultural, and socioeconomic backgrounds, individuals with disabilities, and individuals with limited functional literacy or information skills; (6) library and information services to help increase access and ability to use information resources for persons having difficulty using a library and for underserved urban and rural communities.
