These are transcripts of selected speeches and congressional testimony prepared for delivery by the Education Secretary and other senior ED officials. The Secretary's speeches are provided by the Office of Public Affairs. Speeches from January - June 1999:
- On June 30, Secretary Riley delivered a speech at the Information Technology Press Conference, Washington, DC.
- On June 24, Secretary Riley delivered a speech "The Challenge for America: A High Quality Teacher in Every Classroom," South Carolina.
- On June 17, Deputy Secretary Smith testified before the Subcommittee on Criminal Justice, Drug Policy, and Human Resources of the House Committee on Government Reform on the Federal Direct Student Loan Program.
- On June 15, Secretary Riley testified before the Joint Economic Committee, Washington, D.C.
- On June 8, Secretary Riley delivered a speech on the "Cost, Quality and Child Outcomes" study, Washington, DC.
- On May 23, 1999 Deputy Secretary Smith, gave a statement before the Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, Committee on Appropriations, U.S. House of Representatives, on the Department of Education's Fiscal Year 2000 Budget Request for Management.
- On May 19, Secretary Riley spoke about the Clinton Administration's new proposal to reauthorize the Elementary and Secondary Education Act (ESEA) of 1965, Washington, D.C.
- On May 17, Secretary Riley delivered a speech entitled "The Opportunity for a Quality Education - The Civil Right for the 21st Century," commemorating the 45th Anniversary of Brown v. Board of Education, in Washington, DC.
- On May 14, Secretary Riley gave the Commencement Address at the University of Houston, in Houston, Texas.
- On May 12, Acting Deputy Secretary Marshall S. Smith testified before the House Subcommittee on Oversight and Investigations on the Department's Year 2000 Compliance Efforts.
- On May 3, Secretary Riley spoke at the Advertising Council Inc. 49th Conference in Washington, DC.
- On April 30, Secretary Riley spoke on Safe Schools, Healthy Schools at Walt Whitman High School in Bethesda, Maryland.
- On April 28, Judith Johnson, Acting Assistant Secretary for Elementary and Secondary Education, testified before the U.S. House of Representatives House Science Committee on Math and Science education.
- On April 27, Secretary Riley spoke at the Anti-Defamation League Young Leadership Meeting in Washington, D.C.
- On March 29, Secretary Riley spoke to the Direct Loan Conference in Washington, DC.
- On March 26, Secretary Riley spoke to the Full Service School-Community Collaboration Conference.
- On March 26, Secretary Riley spoke to the National Science Teachers Association in Boston, Massachusetts.
- On March 16, Secretary Riley spoke to the Charter Schools Conference in Denver, Colorado.
- During March of 1999, Secretary Riley, other senior Education Department officials, and officials of the Institutions that are funded in the ED Appropriations Act, will appear before the House Subcommittee on Labor-HHS-ED Appropriations to testify on the FY 2000 Budget Request for the Department of Education.
- On February 16, Secretary Riley delivered his Sixth Annual State of American Education Address from the Long Beach, California.
- On February 11, 1999, Secretary Riley testified before the House Committee on Education and the Workforce on the Reauthorization of the Elementary and Secondary Education Act of 1965.
- On February 9, 1999, Secretary Riley testified before the Senate Committee on Health, Education, Labor, and Pensions on the Reauthorization of the Elementary and Secondary Education Act of 1965.
- On February 1, 1999, Secretary Riley spoke on the President's fiscal year 2000 budget request for education.
