We are pleased to announce that Oregon has been awarded a second year grant under the Goals 2000: Educate America Act. First year Goals 2000 funding has been effectively used to support local districts in the development and implementation of school improvement plans. In this, the second year of funding, Oregon Goals 2000 subgrant funds will support implementation of district improvement plans by focusing on one of the following areas:

1. Development and implementation of a system designed to measure growth in student achievement to meet specific benchmarks.
2. Implementation of work-related and/or community-based learning tied to classroom instruction and designed to improve student achievement in school.
3. Development and implementation of a plan for family and community involvement in developing, implementing, and reviewing the district improvement plan.
4. Other significant, measurable programs leading to increased student achievement.

Subgrant funds will support action-research projects in which educators focus on high content and performance standards and strategies to provide all students with the opportunity to meet them. Projects include professional development activities for participating teachers, administrators and pre-service educators. Partnerships with public and private institutions of higher education, the workforce, community groups and other organizations and agencies assure broad based participation in every step of the process.

We encourage you to share these materials with schools in your district and consider an application to become an Oregon Goals 2000 project. On September 14, 1995, from 3:30 to 5:00 p.m. a bidders' teleconference will be held to provide additional information regarding the grant and application process. Representatives from interested sites may attend in person at the Ed-Net studio in the basement of the Public Service Building located at 255 Capitol NE, Salem, Oregon 97310 or may participate in an interactive teleconference via Ed-Net. We are working to ensure that there will be at least one host site in each Oregon county.
