Oregon State Goals 2000 Plan - January 1995

Review of Oregon Goals 2000 State Plan

The Oregon Goals 2000 State Plan was submitted to the office of the U.S. Secretary of Education, Richard Riley, on November 1, 1994 for review as a pre-existing plan as defined in Section 306 (q) of the Act. A five member peer review panel was appointed and included the following individuals:

The panel met in Washington, DC on December 21 and 22, 1994 to review the Oregon Goals 2000 State Plan and supporting documents and identify areas that required further clarification during the site visit. The panel then provided the state with specific areas for discussion under each of the three criteria addressed in the preceding Annotated Plan.

During the site visit on January 5 and 6, 1995, the panel conversed with approximately fifty individuals over the course of ten small group sessions that were organized to address the specific areas needing clarification. These individuals included representatives of the Oregon Legislature, Department of Education, State Board of Education, Business Council, Progress Board, Workforce Quality Council, colleges and universities, as well as, administrators, teachers, parents, school board members and community members. Panel members also visited an elementary school and a high school, had dinner with a local district school improvement team and ended their visit with a conversation with legislators, educators and business and community members at the Northwest Regional Education Lab.

On January 26, 1995, the Peer Review Panel submitted observations on the degree to which the Oregon State Plan supports the three criterion defined in the Act. On January 30, 1995, the U.S. Secretary of Education, Richard Riley notified Norma Paulus, the State Superintendent of Public Instruction, of the approval of the Oregon Goals 2000 State Plan.
